What is the model number and brand of your pump? Your description is a classic statement when hydros (your pump and motor) are failing. You can try charge pressure adj to make it work better. Model number will tell me where to direct you.

Limit the pressure supplied to the inlet of the motor, plug the return port. Place the case drain line into a bucket, or install a case drain line if not equiped and comparte the flow to the manufacturers specs. I don't know what they are off hand, but shouldn't be more than 1 gpm I wouldn't think. Another quick test is if you can turn the bare shaft easily with no resistance when both fluid ports are open, the geroller set has quite a bit of wear. This quick test doesn't work in some applications such as wheel motors as they are sometimes ordered as "free running" motors. They are the same motor, but with a looser fitting geroller set.
