You may have dirty lens. You can clean it using CD lens cleaner or clean it manually.
If no joy, your optical lens may defective and need replacement.

Other possiblity cause is the mechanism is out of service.

This error is related to virus infection/infected. I am unable to explain how to get rid of this in more details since you mentioned only the problem, not the other issues.
