Genius reset iCloud last week. Sync does not work this week.
Though Apple provides no way to sync contacts from computer to iPhone, you can use iPhone Care Pro (Tenorshare) to do it for free.
As you connect your iPhone to computer, you can then add the contacts on your computer to iPhone. The utility can be downloaded from CNET: iPhone Care Pro 64 bit

You need to creat "Folders" in outlook and move all contacts to the different folders. These "Folders" are then recognized as "Groups" in iTune and you can sync Contacts by Groups.
iTune does not recognize Outlook's "Categories", or even Outlook's "Groups"; iTune only recognizes "Folders" as groups.
Problem solved.

Apple currently only supports office 2003 and up syncing to the device. Sorry your out of luck. But the newer versions of office are a welcome upgrade and have many good features if your looking to upgrade
