SOURCE: network problem
It's generally a hardware problem, meanly on the RF IC or the Diplexer (they call it antenna switch) which a service guy would replace (a hit-and-miss process), but there's a lot of support components around it that can go wrong, which only a good service shop with proper equipment can do. If it's justifiable go to a Nokia Service Center

My sister said it happened to her crappo free phone and said that it was from having it charging while at full charge. So idk how to fix it but if you get a new phone try not to do that!

Try performing a hard-reset. Take the battery out of the phone for at least a minute and hold down the power button for at least ten seconds afterwards. Replace the battery and turn the phone on, and it will have hopefully cleared up the problem.
