Connect to computer with iTunes on it and try a reset if that doesn't work do a restore...you will lose your data. If that doesn't work your iPad is probably suffering from an internal error and needs repair or replacement.
You have a WiFi device that must send/receive signals from your home wireless system. That generally doesn't extend much out of the home. You need to find a free wifi zone or kupgrade to an iPad with cellular service that connects you like a built-in phone.
Internet connections can fail at any point from service provider to your iPad. Just being connected to a wifi network doesn't necessarily mean you still have full internet access. Your modem could be frozen and your wifi router would still seem to be fully functional. Try opening your ipad's web browser and bringing up a couple websites. If you can not get any websites loaded, try troubleshooting your wifi. But if they do load, then yes, you are indeed connected to the internet, and I would recommend restarting the iPad and trying again.

isn't often that Apple gives specific directions about how to fix your
problem! Restoring the iPad will erase everything on it, so make sure
everything on the iPad is stored elsewhere prior to restoring. To
restore, connect your iPad to a computer with the latest version of
iTunes installed. When your iPad appears under the devices menu, click
the restore option under the summary tab. If you haven't backed up your
data already, choose the back up option from the pop up window. Click
the restore button to restore your Touch to factory spec.
