Make sure it is fully charged. Hold power button down for about 10 seconds and wait if nothing comes up press power again for half a second. Still nothing? Then put it on charge, it should show that it is charging with a light of a picture on the screen. If there is no sign of charging, wait about 3 hours leave the charger connected and press the power button again for about a second and wait for it to turn on or for the picture to show it is charging appears on the screen, (make sure the charger is on and connected) . Press the power button again for another 5 seconds and wait. sometimes it takes a little while to turn on, especially if the battery is very flat. Other things to try are check the charger on another device e.g. another table or a phone if you can and try another charger on the tablet if they are compatible, (usually the same plug is o.k, check the voltage is the same. most chargers are USB 5v). It may need a more powerful charger than most small phones,. you can try plugging the USB cable into a car charger or USB 3.0 port on a computer. 2 amps is common for most tablets. Apple may be different, hard to be exact without knowing brand etc.
If all else fails see the retailer

How to fix any Samsung Phone/Tablet that keeps rebooting(Boot Loop). lennonSystems ... with the s3 it does not work. trow it in the trash can ... When my phone does this I just let it do its thing, after a while it would stop.
remove the battery press the power button for more than 10 seconds then release and repeat the process, then insert the battery and connect the charger again wait for sometimes. Hope will help. If fails you have a drained battery try busting the battery.
you can try performing a power reset. There should a power reset button near the charging port. It looks like a tiny hole. While plugged into the charger, use a paperclip to push the button inside this hole for 3-5 seconds. If it turns on, please allow it to charge for 4-6 hours before using it. If you leave it on the charger for longer than the allocated time, you will go back to having the same problem as before. If the power does not come on, please leave it plugged up for 4-6 hours then disconnect it from the power and turn it on.
thy a second power socket in your hope, try reset the phone disconnect switch off and back on or remove battery and replace before connecting it back onto the charger. then let it charge up for a couple of hours before switching it on again.
I'm assuming this is a new device for you. Do/did you see the battery charging icon in the middle of the screen when you plugged it in? If so, great. If not you are having a problem charging your tablet. Most likely either a bad cord, a cord that's pulled out a bit on either end, or an outlet that's turned off or not working.
If the icon was present and indicates a full charge, then simply press and hold the power button for a few seconds and the screen should start right up.
If it worked for you in the past, check your power cord. I've gone thru 3 on mine.
Please make sure the tablet is charged for at least 4-6 hours. Also, make sure the correct button is being used, oftentimes we hear the back or home button has been used in error. If your tablet does not have the reset button: With the tablet plugged into the charger, hold the power button for 10 seconds then click the volume up once. hold the power button down for 10-15 seconds to force a power off. When turning back on, hold the power button down until you either feel it vibrate or something comes up on the screen.
