Pull the plug and with the power disconnected hold the power button on for 60 seconds. After at least the 60 seconds plug the tv in and try to start it. If it works great if not , hold the power button in the on position for a count of 20 with the tv plugged in . If theres still no Joy try power with one of your volume buttons at the same time . One of these should provide a hard reset for the tv.
Does it beep? if it does, whats the beep pattern...ie long long short, or short short short
if nothing else, something is causing a short...check the usb ports (real common) the contacts break from wear and short out, have your power supply tested.
Ur power supply board is shorted and dead.Replaced the power supply board will solved this problems.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish power supply board for the replacement.
You have done all you can do. If you had a power outage, when the power came back on a it surged and probably caused a Power Supply problem or something in the micro controller to fail. Either way it 's not good. I would call Toshiba and let them guide you to a Service Facility that can check it out. Depending on your Homeowners Insurance, repairs could be coverd or unit be replaced depending on cost to repair.

This unit, when first plugged in or after power interuption takes 70 to 90 seconds for the digital module to boot up. During the time the LED blinks green and the set will not respond to anything. After the appropriate amount of time the blinking should stop and the set should operate normally. If the blinking never stops then you have to have the Digital Module repaired.
