Can you explain how it's frozen? Sometimes it needs a specific (unfreeze) code but usually it's related to improperly flashed custom ROMs therefore most likely you need just restore factory settings to revive it from the glitch.
1. Double-click the Home button. This minimizes the app and displays the iPad's multitasking screen.
2. Drag the stuck app upwards on the screen. This forces the app to close and removes it from the iPad's memory.
3. Press the Home button to display the iPad's home screen. Tap the app's icon to relaunch it. Any unsaved data, like words you typed in a document or progress in a game, is lost, but the app opens and should respond normally.

Double click the home button to bring up all the open apps on your iPad. They will list in a line across the bottom of the screen. If you are on iOS7 or later you simply swipe the screen shot of the app upwards to close the app completely. Then go back to your home screen and open the app as you normally do. This should force the app to reboot and work as intended.
