Quick Connect is such a good feature to utilize with your awesome Galaxy Tab 8.0.
In case you have yet to locate quick connect, here is a great Samsung support guide to get this feature set up. This link also highlights the second option to mirror your tablet to different devices.
If you are still having trouble finding quick connect, or connecting the tablet to the TV, I recommend a reboot of the tablet. A reboot of powering the tablet off and back on can sometimes refresh the system software, encouraging a fresh platform to connect from.
If you know the Google account used on the tablet, should be able to reset lock code and access it.
What you need is another device, like a computer or another Android.
On the other device, login to the Google account used on the tablet though a browser, like chrome, Firefox, etc.
Once logged on, do a Google search for device manager. It'll probably ask for your login stuff again for security purposes.
Should bring up a list of all devices with that account, choose your tablet from the list.
It'll show a map of where your tablet is, along with other options. Look for something that says "lock this device" or something along that line, select it. It will ask you to assign a new lock screen code to your tablet, do so.
Enter the new lock code into your tablet and pa-chow, you got access.
This works at long as the device is on. Another handy tool in device manager is that if you lose it in your house, you can set an alarm off to find it, even is the volume is set to off.
there is no way to install windows to the tablet unless you know what your doing with root permissions through the Android Debug Bus (highly risky since any wrong move will lead to the device being software bricked) however in the andoid playstore app you may find what your looking for
