With the HDTV set for an HDMI Input that matches the HDMI Jack that you've connected to the cable HD STB (set-top-box or "converter"), use the cable STB remote to change channels on the STB - not the TV.
You can not change channels of the STB with your TV remote. You may however, be able to program your STB remote to operate your TV. Most will allow you to power the TV on / off; volume up / down / mute; change input (HDMI1 / HDMI2 / ANT / Composite / etc.) and even some of the more complex functions as well. Contact your cable company for more details.
The rest is "Reference Design". Only a few companies created the set top box chips/electronics plans. These companies license their designs to the various vendors/builders of STB boxes.

(Sometimes you'll see a reference to the STB RDK. This is a set-top box reference design kit. It's pre-packaged set up for the manufacturers.)
1. Turn on the dsi
2. Go to settings
3. Scroll until you see * Format System Memory*
4. Press that, it will erase everything and make your dsi just like when you purchased it.
While it is possible to damage a TV by feeding it a signal with incorrect sync settings, it is unusual these days. It has probably reverted to a different display mode. I would try to look in the manual or the menus for a "Factory Default Settings" option or similar. Once you restore the factory settings, the picture should return to normal, although you may have to change some settings back to the way you had them before the reset. Good Luck!
Check the time zone setting in the STB. If after the power cut the STB settings got scrambled they could have defaulted to the wronge timezone. This would make the program guide times wrong.
The TEL0713-250 records fine from my Strong settop box, but only in 576 definition Higher definition sees either nothing or black and white. Check the outpur format of your STB
Try doing a reset of the TV first. On Panasonics this is done with the TV on and then pressing on the POWER and ACTION (on the fron of the TV only) buttons at the same time until the screen blanks out or a diagnostic screen appears. Once you do this all custom functions (color,tint,channel memory) will be back to factory defaults.
