Stephanie, could be a faulty charger or battery, try and borrow a friends charger if you can and try and see if it charges then you know your charger is bad, if it does not charge the your battery needs replaced.

Feel your chrger, Is it warm to the touch? If it isnt, you may need to replace it. Can you turn the tablet turn off and can you turn it back on? What is the level of the battery?1/2, 3/4?
Check its charger. If the charger is faulty, it won't charge the battery. If it is found OK, replace the battery. It is bad.

I am afraid to tell that your battery might be got damaged by over charging.Electronic devices must be unplugged when the icon comes "Battery is Full" or like wise.Over charging damages the efficiency and produces extra heat that reduces the strength of charged battery.I suggest you to unplug the tab as soon as it got charged.It might increase your battery timings.

You battery has started to loose charge, a time will come when in every seconds time 1% will decrease. Its simply the end of your battery, you can try tips and tricks but they will not be that helpful.
