The intent is to connect your iPad to a computer that is running iTunes.
You must have a current version of iTunes that knows about iPads and an operating system that can run the current iTunes. If your need to upgrade, be sure to install the OS first before your install the iTunes.

It is telling you to connect it to your PC or laptop where you have iTunes installed. If you don't already have iTunes installed in your computer, you will need to download and install the iTunes software to it. When your iPad is connected, iTunes will synch and update it if you managed to erase the O/S or other necessary items. iTunes connected via the USB cable is even able to install or update the tablet's operating system. It's not just for music.

Your laptop or desktop will need to be connected to the Internet in order to download updated or original operating system. Just follow the prompts.

How do I unlock a disabled ipad 2?

First try to reset the iPad, by pressing both the home button and the on / off button, till the apple logo comes on the screen. Then try again. You should have a password for you Apple account, because that will be asked. If you don't have an account name for the device not worth trying, because it will be blocked anyway.
