First of you have to set the SWR on the radio first . then some liniers require you to run low wattage and others high wattage . the SWR is what you have to control by keeping it low . You must take into consideration the length of the coax plus any jumpers you have . You say you have 18 ft of coax plus a 3 ft. jumper ,thats 21 ft..You should keep that jumper as short as possible ,like 12" . plus you should make sure the antenna is grounded good , like to a good spot under the vehicle . 102 " whips are supposed to be almost perfectly tuned for a good match .

Make sure the radio is grounded properly and that the SWR is around 1.2:1, 1.3:1 is good but try to get it to 1.2:1. Also take a power output reading while keying the mic. To do this with your power meter put it in-line with the CB and your antenna and key the mic you should get about 4 to 5 watts PEP. If this is the case your unit is putting out the proper power level, if not have the power amplifier checked by a qualified repair shop.

If there is no transmit at all, it sounds like it wasn't fully refurbished. If it is just low modulation then just turn VR16 and VR14 all the way to the left.
If its not working at all, send it back. It hasn't been refurbished.

Well,some meters are set different than others,to see what is going on,you need a good WATT-SWR meter,but that is not a bad reading of SWR, you can get one at Radio Shack. You can not go by the meter that is on the radio,it,s probably not set right. hope this helps..

Several things are working against you.
1 Antenna location= Needs to be in CENTER of car or truck, and high. no grounded metal can be next to the element (the hot/positve part of the antenna)
2 the only way to really ground the antenna is by having a flat metal ground plane under the antenna. DC grounding does NOT do this, that is a misunderstanding.
3 make sure you use a tunable antenna. I have found the wilson's to be very easy to tune and performe very well, for a base loaded antenna.
4 in short a wilson or k40 magnet mount placed on the very top of the roof in the center will have a perfect ground plane. Then shorten or lengthen the steel whip to ajust your SWR's. You will get the best results this way. This is the ONLY way to achevie good performace.
5 I will say this the absoulte best antenna is the 102"steel whip, if you got the clearnce and dont mind it hitting tree limbs put it on a big magnet mount with a spring at the base and youll have a perfect antenna. But the wilson is shorter and easier to tune.

If your talking at least 2 then it sounds like it is the antenna. Any antenna should talk 10-12 miles on a good day, no matter what radio you're using. So I'd get a second look at that system.
