Why red speckling around the border of the picture

Check and replace the tuner.

There are connectors and circuitry that control the vertical and horizontal picture image generation that need to be at the edges of the screen. The border simply covers these connectors and circuitry so the user cannot see it. Newer models of flat panel TV's solve this problem better to get more picture real-estate to the user. Flat panel TV's are not like the original CRT (cathode-ray) TV's of the past that had borders to conceal a non-linear distortion that occurred at the edges.

if you mean the left and right sides of screen, look for a button on remote might be labeled several things, like picture size, aspect etc.. the borders pop up when you go to a non high def channel. some chs put borders all around the picture in those cases you won't be able to get rid of those.

CHECK TO SEE IF YOU HAV THE TEX ON IN THE MEAU IF SO TURN IT OFF

In years past the problem was created from something that has a bad motor in the area of your house or on the power lines. The 'speckles' sound like ignition noise. I have traced them to strange things as a butter control in a refrigerator. To be sure if that this is causing your problem you can take a radio and tune it around 550 mhz and you will hear a crackle or buzz. Best to use a battery operated radio and wave and walk around until you get the loudest noise and that will be the source of your 'speckles'. Could be as simple as a loose connection in your panel box.

Try changing the picture setting on the television rather than from the picture box.

This is know as a diffusion issue. Most times this can be corrected with some minor alignment on the pots on the YSUS pwb. Sometimes the YSUS pwb has failed and will need to be replaced.

What is the make and model #?

The speckling is caused by the CTRL board. The firmware needs to be updated. Unfortunately LG does not provide a media slot for downloaded upgrades. You must order an install the factory updated CTRL board located between the power and the Y sustain boards.
