If you truly believe the problem happened right after installing the new mouse, then you should start by uninstalling the software for it. Go to Control Panel -> Software -> Uninstall. If this fails, you can use the System Restore utility to rollback the Windows registry to a time before you first installed the new mouse software. Have you tried to unplug the mouse and not use it, atleast on the attempted shutdown process?

Call up Dell or go to the web site and talk or chat with technical support. They can look up the error code and pin point the problem. Your laptop might still be under warranty so don't wait until it runs out you better act now.
Good Luck
