It's possible it was installed improperly.... try removing it and re-installing. May have a filter that is clogged... only way to determine this is to replace it with another new one.
1) Both Chill Water & Ice Maker not working means there is a water feeding issue.
1.1 It can be from the House Water Line to Fridge (may be kinked) Disconnect from Fridge and see water coming through house line to a bucket.
1,2 If house line okay... Then the problem on Fridge. It can be Fridge water valve. Fridge Water Filter etc....
1.2.1 When you press your dispensor option for water, due you here a noise of valve activating on the back of the fridge bottom. That is your water valve. If not look into water valve and power getting into the water valve....
1.2.2 If you don't hear a noise from fridge water valve... may be the water filter is not install properly. Fridge water filter has to be installed properly to power up the water valve through dispensor option.
These are few things for you to look into...
If technical, unplug the fridge and then give direct power to water valve (preferably to the fridge water valve related to chill water) so the water should come through dispensor. That way you can eleminate the water filter or water valve, fridge water systems lines etc. So your problem is narrowed to dispensor not communicating with the water valve....
