The problem might be that the battery has developed memory and won't charge further. My first battery used to do that, but then I read that you shouldn't leave the camera on the dock all the time nor keep the battery fully charged all the time because of the problem of developing memory. You might try running the battery completely down by taking pictures until it shuts down. Sometimes when my battery is low the dock won't charge (but goes straight to the red light), but when I run it completely down when I put it on the dock it charges properly. mine did the same thing, only it hadn't been dropped. Turns out, the battery went bad. The repairman said that the life of those batteries is only about 3 years average. He also said the average lifespan of the camera itself, with frequent usage, was only 3 years! I am still hoping to get the auto focus fixed on mine though. I sure did love that camera.
I had the same problem. I did need to take the clear plastic insert off but then I had to put a rubber band around the dock and camera (more on the left of the camera and dock) to hold it evenly on there since the camera was leaning on the right and wasn't charging for me. Now it charges as soon as I put it on there with the rubber band with no blinking red light anymore! Hope this helps!
There's a chance that the drop is irrelevant to your problem.
You could try using a small eraser to clean the battery contacts down in the chamber (make sure to dump out any eraser particles) and try a new CRV-3 battery, which because of it's slightly longer body produces a little more pressure on the contacts. If that doesn't work to improve things then your cam might need a repair, your call there.
