the rinse section spins slow while the rinsing is in process as this does 2 things
spreads the water through the clothes for a proper rinse
spins slow to equalize the cloths around the bowl
when the rinse cycle is finished and the tap is shut off it goes into a high speed spin
Your problem sounds like the program is not going to the high speed spin cycle and that would indicate a problem board
call a technician for a proper diagnosis and quote
Are you using TOO much powder? And is the machine set to the correct rinse tempature? You mention white stuff, does it look like undissolved washing powder? Or fabric softner? Possibly try liquid detergent and see if the problem continues. And follow the recommended amounts of detergent for each wash load, and the tempature settings. And of course the water levels. check for blockage in the pump/drainage system. The drain hose has height specifications that should be followed, incorrect drainage may cause the water to build pressure and not evacuate properly.
You probably broke the 4 black snubber straps on the top of the tub lid and it is cousing your washer to always be off balance and not reach a full speed spin
