This means the internal memory is full and the only way to add apps is to uninstall other apps that you have installed. Check to see if you have apps you no longer use and uninstall them.
You need to search for a guide to install manually the GAPPS (google apps & services) on your tablet. Many low cost tablet are provided with no play store and other services. But it's not difficult!
Unfortunately, HP no longer supports webOS and it is now what is known as OpenSource. http://www.hpwebos.com/us/
The HP servers that the TouchPad (TP) tries to access are probably no longer available. I don't think that the TP out of the box has many new Applications.
One way to breathe new life in to a TP is to install Android. However, if you are not IT savvy then it might be better to get someone who is confident to do it.
