I think some confusion here, The model indicated is a WS series set does not use a lamp but has three picture tubes and the power light should be green on this model (ie no lamp light).
Your convergence has failed and needs to be repaired. Once quick test is to goto your convergence menu and see if you can adjust red and blue. If not its has failed and needs to be fixed. You can call in a repair shop or you can get the parts and instructions from www.TvRepairKits.comand do the repair yourself. Its a fairly easy DIY fix. Here is an example photo....
tHats indicating a short. Check the two green pico fuses F9A04 and F9A05 on the center board if they are blown replace the two 5 amp picos and the convergence Ics.

It sounds like your TV has a problem. It could be and most likely be CRT Coolant on the circuit boards. If you handy, then clean PCB's with acetone on areas which fluid appear. If not handy call aN Authorized Sevice Center and have them give you a written estimate B4 repairs. Cost $450.00 to 650.00 depending on your location. Good Luck, big IRISH.
You need to replace both convergence ICs Number STK392-570 If your model number is a WS-65809 you can get new replacement ICs at the following link and they provide instalation instruction with pics as well as free on line tech support so you can do the repair yourself. http://servicemanuals.vstore.ca/
in the front cover turn up screens on all colors till you see retrace lines, then back them down to where dissappear. enless you know the correct voltage to set it. as for the green. i would try the red crt on the green and see if it looks ok. if so then replace crt circuit or check transistors on crt circuit may also need to change the driver on the heat sync.
