I think you are running on Windows vista or 7, in this case you have to remember the Administrative password. Reboot your PC and before Windows logo arrive press F8 couple of times, a list of option will arive, choose "Safe Mode" you should be able to login with an Administrative account. From there go to ccontrol panel> accounts .. delete the account and add a new one.

if you using microsoft xp , try this :on the login screen (the one with a blue background normally )press ctrl+alt+delete , new (actually old ) style login box comes up delete the user name and write administrator and press Enter if this still doenst work try putting administrator as password too !its like a back door that any administrator uses to gain access at any time !remember that you should only do this if it is your computer ,as gaining access this way may violate other users privacy !

my computer wont let me download anything unless i put in the administrator password, but it wont let us log on to the administrator and i remember the password i tried going onto the control panel user account and it doesn't show the administrator there either what can i do to delete the administrator
Login means that you have given a password. And have forgotten it. If it is your personal laptop, then you must be remembering the Administrator's password. If yes, then login as Administrator and delete the account that is posing the problem. And create a new one, even if with same name.
If you are not the administrator then you have problems. Ask the Administrator to do the needful, ie, give you a new password.
If all fails, then reinstall Windows and dont create accounts and use passwords.
simplest way is to remove the bios battery on your motherboard should be a flat round CR2032 type leave it out for ten mins to half an hour this should reset the password for you. Ensure you backup your bios settings first especially if you've made any special changes you want to keep. Even go as far as writing them down.
Failing that a bios password cracker can work
As a last straw locate the bios chip on your board and replace if it is of the plug in variety
