Hi there, this is because the actual laser needs replacing, not the disc spinner motor. With the PS3 the laser reads the disc data type, whether it be a DVD, game , audio cd or blu ray movie. It then spins the disc up to the required read speed. When the laser is faulty is cannot read the disc type so will not spin at all.
If console will not read any discs (dvd cd or bluray)
If you hear it spinning 1 Either the lasers is bad (replace laser) 2 drive board is bad, can be controller chip (send into sony or replace chip)
If you do not hear it spinning
1 spinner is bad (replace caddy assembly) 2 drive may be off track not completly loading the discs (might need to replace side tack or reattach v shaped bracket to side tracks)
3 Controller on board can be bad (same as above)
You need to replace the laser and carriage drive of your ps3. Checkout ebay for around £50 you can get a new one, although you do have to fit it yourself, but there are help videos on youtube.

Hi my name is Juan and the problem you got is with the bluray laser lens they have stopped reading games you can check this out put a cd on your ps3 and at the same time place your ear on top cover and will heard 3 clicking noises of the laser but make no noise because this clicking noise is so fine that you need to make no noise it goes click click click you will hear it but make sure you put your ear on top cover at the same time you insert the disk it takes about 3 -4 seconds for the clinking noise after you have insert the cd some lasers they do try to read and they make the disk to spin off and on some they do make the disk to spin normally but nothing happen and the solution is to replace the laser lens I am a ebay trusted power seller and I can get you one if you want to
Like the 360, the PS3 also has problems. This problem is known as the SoD (spin of death). In this the lens of your PS3 stops working. Sony is the best one that can help for this kind of error. Best to stick with them, or if your retailer has an exchange policy, ask for a new PS3. But my local dealer fixes this up for 125$.
yes, there is a safe way by using the CD lens cleaner. i recommend the air cleaners versus the brush models. the air cleaners have the two micro holes drilled into the CD that rushes air during the spinning motion, safely cleaning the lens. the brush design will kill the lens. Although this may be the issue, i would also be ready for another issue like misalignment. this can happen with poorly manufactured PS3 sets. this is rare but it could be the case here.
