I'm betting the volume switch is actually stuck and that the sound is just going down to "silent" the moment you release the "up" button. Does the sound get loud and just fade away? If so then that's probably it.
Disable the silent mode function of the device by pressing and holding the power button until you see power off and silent mode, tap silent mode to disable.
Some tablets and phones have a *silent mode* that can be turned on for meetings where such interruptions are unacceptable. Look around in Settings to see if you can find such an option and that it's not turned on.
you can turn your volume down which will then only work the vibrate motor or in settings go to "sound" change sound mode to either mute or vibrate instead of sound. you can set vibration intensity to low for notifications. also under "ring and notifications" change your notification tone silent at the top of the list.
you have to press and hold the power button for a couple of seconds ( located beside/under the volume buttons ). Android will then prompt you to for Power off or Silent mode usually.. simply select Power off.
