Sounds like you have a defrost problem and have a build up of ice in the back of your freezer and the fan is hitting the ice. Check the defrost heater and thermostat with ohm meter.

What is the SB number for replacing the existing flap system on a Cessna U206

As far as I can see, there is no mandatory requirement for replacing the Flap system on the Cessna U206. The only mandatory flap related topic listed for the U206, U206A-B-C-D & E, is FAA AD 72-03-03R3. This AD calls up compliance with a number of Cessna Service Letters (not Bulletins) SE70-16, SE72-2, SE72-17. Note SE72-16 also applies and this AD supersedes AD70-15-16.
Although a Service Letter is not considered to be mandatory, it should be noted that it becomes mandatory when compliance is called for within an Airworthiness Directive AD.

MY CESSNA IS NOT TAKING OFF. IT ALWAYS GOES TO HIT THE GROUND, I SPENT A LOT OF MONEY AND NERVER SUCCEDED WHEN TRY TO FLY. COULD IT BE A PROPELLER PROBLEM?

Check the flight controls. Does the elevator works? if it does. then problem is on thrust. check the propeller speed, does it have enough power? Don't forget to check on the powerplant (battery or engine). But judging from your story, it is the flight control problem. cheers.

Can you replace light kit on Hampton Bay ceiling fan, Model-Cessna

Yes..
There are a bout three screws that hold the light part to the fan.
Make note of the wiring before you disconnect it also.
Remove the screws and the wiring will be exposed as the light part drops down...
Check the diameter of the light parts and find a new light kit that will fit it...
The Hampton Bay fans are exclusive to Home Depot, so most any of their light kits will fit, but any kit the right diameter will work..

Hampton Bay Cessna 04313 Ceiling Fan--reverse

If there is not a little switch on the side of the non-rotating part (below the blades) then your fan is not reversible.
