When you buy a used iPhone, and turn it on, after the Apple icon disappears you should see a screen that says "Hello" or "Hallo" or "Hola". At he bottom it should say "slide to set up" in English or another language.
No password of any type is required to continue.
If you don't get this, it means the previous owner did not completely clear their information out of the phone.
Apple support may be able to help you. Or, you might get support from the carrier if you're using the same carrier the phone was previously on.

no just leave you phone on for a max of a week if you're not paying the extra $20 a month for the stupid activation fee dont worry it will give u 2 months of free activation after the same thing happened to me

Find somebody with an AT&T sim card, put it into the phone and plug it into itunes to get it up an running. Otherwise if your not using AT&T you're gonna have to jailbreak the phone to use it. If your a prepaid AT&T customer, you can activate it but you gotta call AT&T at 800 331 0500

you need to insert your sim card in the top with the sim eject tool (found in quick-start guide i believe) and connect to itunes and set up, name etc. now sync and it should work
