Return to the store you bought this from & ask for some help in setting it up.
1. Start by turning off the phone.
2. Then press the Power Button once.
3. Afterwards press and hold the Volume Down button.
4. Release held key when you see the exclamation point.
5. Press the following sequence of buttons: Volume Up - > Volume Down-> Power - > Volume Down.
6. Success!
possibly solution 1.hard reset your device 2.otherwise it maybe hardware issue (touch screen problem)
for : hard reset on the start screen tap -> button then tap setting then about phone, then tap reset your phone and tap yes.
touch screen issue : you need to take to some technician to disassembly to touch screen and reassembly again if with this not solved you will need to change the touch screen. i think this will help you.
