I have an INsignia NS-LCD26A that has scrambled screens with horizontal lines on startup, other times it has a locked up no signal screen that will freeze and unfreeze. This horizontal lines only appear intermittently so I dont know if this could be a bad panel, I was told a Tcon board but I am reluctant to go replacing things if I am not sure. I have pictures of the screens if it helps.

You have a bad LCD panel. The cost of a repair would exceed the value of the unit. Panel will probably cost, if you could find one, around $300-$800.

This problem requires a service technician to check out you television for component failures on the power supply board and the main board. You have a failure in either drive voltage to power you video processor or a break down in the signal transferring components.It could be as simple as cold solder joints or a failure of capacitors in the signal processing circuits. They have a self healing components and will restore temporary operation for short periods of time.You could also have a failing video processor chip and chips that are being damaged everytime you turn your unit on.. This television, appears to have had a failure in the mainboard. This is the board that controls the video functions and sound functions. The unit should be taken or sent in to a service center for testing and servicing. The service center will have all the correct service information to determine the problem for you. What we di is as follows: Switch off the STB from its switch (not the remote). Remove the power plug from the socket on the wall. Let it remain switched of for about a minute. Plugin again and poweron with the switch on the STB. generally it works after this exercise.

Since you don't mention how you're receiving the signal, I'm assuming you use a cable box or computer. Adjust the output settings (e.g. 720p, 1080p) on the box and then adjust your TV settings. If it's a computer, you'll need to adjust the video card settings to a compatible aspect ratio (e.g. 1366x768) for the desktop to display properly on the TV.
