Hi There, ... it sounds like a bad lower control board or MCB. Most control boards used by Johnson Health Tech, parent to Matrix, Horizon, Vision, Merit, AFG and others, have a small potentiometer on them for torque and/or speed adjust, that can be gently turned to the right, CW, to about 3/4 turn as the torque adjust widens the current sense threshhold slightly allowing a bit more current to the motor. This adjustment should only be done with the unit off unless you are used to working with treadmills. Fitness Remedy in Sun Prairie Wis., repairs most fitness electronics.

Thanks Greg. It didn't repair the problem, but did set me on the path for possibilities I hadn't considered. In the end, I pulled the speed sensor and found it full of debris. Once I used Q-Tips and alcohol, it worked perfectly. So simple and such a pain at the same time. A Great Day to All!
