Contact apple.com. I had a similar problem with a used unit that I purchased on line and was told that the prior user had registered it on Find My Phone and that I needed the prior password to release it and allow me to register it. Apple does that to prevent stolen iPads and other iOS devices to be reused. Unit can not be re-registered without prior password. I contacted the seller and explained problem. They took the unit back and refunded my money. Bought another device from another seller and had no problem.

Understand that all the apps and data on the iPad are associated with an Apple ID so "signing out" of your iPad may render some apps and functions useless.
If you are looking to sell your iPad its best to plug it into a computer and restore factory defaults. This will remove all apps and IDs associated with your iPad.
If you are simply looking for security and worry that while signed into your Apple ID there is a chance for fraudulent downloads and purchases it would be my recommendation to set a password/passcode for the iPad that only you know. This will prevent other users form gaining access to your data without your permission.
The iPad is not meant to sign in and sign out at will but if you need to sign out and add another Apple ID then here are the steps to do so.
There are 2 places in which your Apple ID are linked with your iPad. Your iCloud account (photos/documents/ID) and iTunes (music/movies/apps)
You can adjust settings for these individually under Settings > iCloud and Settings > iTunes & App Store
Simply click on the Apple ID email and then choose "Sign Out"
REMEMEBER, some apps and functions may not work without an associated Apple ID registered with the iPad.

Yes, an app can be removed from your purchase history. You will need to login to apple using a desktop/laptop/notebook, go to your account, your should find a purchased section, once selected, you can scroll through to find the app you would like to remove, along with a "remove link", just select the app then click on remove.
Have you ensured the download of the games has completed downloading, it can take awhile, check the icons in the tablet, check, if the download was interupted or stopped or your device was turned off, try downloading again, go to the app just prior before purchase, it should say a status like (downloading or in progress) if there is definately no processing or installing talking place at all, try turning off the device completely and see if it configures , i will answer and help you through this , i will reply promptly, but first what tablet do you have? model or version number.
