You're describing a problem similar to the one I just solved on my digiland DL718m tablet this morning. The tablet worked great for months and then one fine day would not complete startup -- it would hang displaying the digiland logo and the constantly rotating load icon (for hours or days until powered off using the reset button on the back -- accessed with a paper clip end). Somehow the configuration became corrupted. However, none of the recovery steps I found online worked for this tablet. I eventually found the sequence below via research combined with trial and error.
First i connected DL718m device to usb port of computer
NOTE: THIS STEP IS VITAL -- I struggled for several days with the device disconnected before loading adb and fastboot utilities onto my computer. However, the utilities weren't really needed to perform basic recovery. For the recovery described here I did not run any utilities, I just connected the device. Connecting it appears to trigger different behavior in the device than when running disconnected.
Next, I Initiated recovery power up by pressing the volume up button and holding down the power button. Both buttons were held down until the following menu with 3 options appeared.
I selected "Recovery mode" from the 3 options menu that came up" (volume up to scroll, volume down to select). Menu options were:
--Recovery mode
--Fastboot mode
--Normal Boot
Next, the DL718m displayed an Image of android robot with open chest panel with a red exclamation mark
I pushed both the power and volume up buttons for about a second (Did this twice on one occasion) and released the buttons.
A detailed menu appeared on the DL718m! The Navigation buttons were different than the previous menu -- this time volume up/down shifted between choices and the power key was used to select. Options were:
--reboot system now
--apply update from adb
--apply update from sdcard
--apply update from cache
--wipe data/factory reset
--wipe cache partition
--backup user data
--restore user data
--root integrity check
--reboot to bootloader
--power down
I selected the wipe data/factory reset option.
A confirmation screen appeared. I selected the "yes" answer
Next, Status messages scrolled (formatting /data, formatting /cache, Data wipe complete.)
The previous detailed menu reappeared. This time I selected "reboot system now"
The digiland logo with the hated spinning circle displayed for a few minutes but the device eventually proceeded past this stage and booted to the initial configuration screens
VICTORY!
I had to reload programs and data I'd wiped out but I was happy to regain use of the tablet.
