There should be a Recently Deleted folder in the Notes app on your iPhone that you can check to see if your notes are still there. But you don't need to be worry, the lost notes on iPad can be recovered with ways.
First you need to check whether you have backed up notes to iTunes or iCloudbefore.
If you have, you can directly recover your lost notes from the backup directly. Please note that the iTunes / iCloud restoring will clone the whole backup file to iPad, and erase the existed iPad data.

As apple doesn't provide a Trash Bin or similar option on iPad, so you won't be able to restore the deleted notes on your iPad directly.

If you have enabled iCloud on your iPad, you may be able to restore your iPad from the iCloud backup. As is known, the data iPad will be uploaded to the cloud when it's plugged in with screen locked, and connected to Wi-Fi. Therefore, the notes may have been uploaded to iCloud before it got deleted. If you get luck with iCloud, you can restore your iPad with iCloud easily.

If you don't want to restore iPad with the whole backup, a piece of iPad data recovery software will be helpful for recovering deleted notes from iPad.
