Is this why the dishes are not being washed properly
If it is under warranty, then let your seller know. If you know that both arms are supposed to rotate at the same time, it may be that one of the cogs has become misaligned, as in slipped its teeth, so not engaging with the cog arm. It will take somebody who can understand mechanics to determine this. If both arms rotate counter to each other, yet one does not, and I'm guessing it's the top one, then it has possibly slipped in its mooring on the shaft, and needs to be re-seated, and the locking screw tightened, so that it locks onto the central shaft cog.
