I have a Weatherby .300 Vanguard Win Mag serial #V50042. I'm wondering the year, what the value is and if it's a good rifle. I got it on trade.

SOURCE: I have a Redfield 'LO-PRO' rifle scope, 3X9

It doesn't sound like anything's broken, it sounds like the scope has shifted in the rings, as you said "they are not straight up and down anymore", which won't effect your accuracy at short ranges, but if there's long ranges (more than 100 yards) you're going to be off some.
You can loosen the ring screws until the scope will turn, either 2 or 4 screws that hold the two halves of the ring together. There are numerous tools to help you align the crosshairs, but when I do this job I just square-up the reticle (crosshairs) by looking at the center of the reticles and let your eye follow the bottom crosshair down and make sure it is centered on the back of the bolt or receiver. If you need help doing this job, take it to your local gunsmith, he'll be able to square these up for you and boresight it.
Hope this helps, Mark the Gunsmith

SOURCE: scope wont shoot good groups

That can get expensive, I had the same problem, bought a Bushnell scope and it went everywhere but on the target, couldn't hold it steady, with my win mod 70 in 308 with heavy barrel, I said that's it, I went and bought a Leupold, no problems since. I don't know what was wrong with the Bushnell, just couldn't handle the blast I guess. I put he Bushnell on my bolt action 223 and haven't had a problem with it, but always expect one because of what happened before. I don't remember the model number, but it was a 3x9. Hope this helps.

SOURCE: Winchester Repeating rifle serial #1c11659 - what model is it, what year is it and what is the value

On the Winchester Website there is a link to a pdf file that has Serial number information by year / model. I searched the Document but did not find a match for 1c11659. It does state that serial number info is not complete for a variety of reasons. Here is the link - maybe you can find one similar to yours: http://www.winchesterguns.com/customerservice/qna/detail.asp?id=296

I have a tasco scope that has a range finder cross hairs in it and i was wondering if it was made for a 300 weatherby mag?

It will work for any rifle with an appropriate ring set. The range finder markings will fall at different ranges depending on the speed of your bullet. You will have to test or use a balistic calculator to find out these yardages.
