The lens wILL retract when the camera is turned off.

your camera's zoom is faulty, there is some sensors with which controls the lens retraction, if the lens's position is wrong the sensor cutting edge will not get in the proper position.
open the camera, take out the lens, open it carefully, if the position of the lens is not in proper position, you can see some marks on the lens barrel fix it in the correct position.
In that case, I'm afraid it looks as if a repair is needed - a linkage inside the lens assembly may have slipped.

It has been suggested that sometimes a gentle tap on a firm surface may possibly knock the loose linkage back into place. The problem is knowing where to hit, and how hard !
I had a similar problem with a C*n*n camcorder once. Since I had paid £20 for it second hand a couple of years beforehand, I decided to try this, and to my surprise it worked.
I DO NOT ADVISE YOU TO DO THIS !
I merely mention it - should you try it, it is totally at your own risk.
The cost of repair may, of course, be more than the replacement value of the camera, especially if it was second hand.
