It initially appears to be charging but it doesn't. The red light doesn't come on and nor does the blue light flash. I have tried different plug sockets but with the same results. I bought my machine re-conditioned.

DC59 will display a blue indicator light at the base of the hand grip while the machine is taking in power. The light will go out when the machine is fully charged. DC59 will take 3.5 hours to charge fully when the charge is completely depleted, but it will take less time than this if there is still some charge remaining on the battery after use.
Please note, the machine's intelligent control software is designed to ensure the battery only takes in enough power to recharge, and to keep itself topped up. It's safe to leave the machine connected to the charger at all times when not in use - the machine is designed to be stored in this way, so it's always ready to go when you need it.
From the information you've provided, I'm not clear on whether or not you're finding your DC59 works as normal once the blue charging light goes out, or whether it's not working at all. The battery is located at the bottom of the handle. To release it, press and hold down the button on top of the battery case (it has 3 ridges on it). That releases a catch and you can then slide the battery out to the rear. This can be quite hard work, and you may find a bit of additional leverage from a flat-blade screwdriver is helpful. It's a bit more difficult to answer your question about buying a new battery. The fact that the red light comes on would suggest that your charger is working, so the finger of suspicion does point to the battery, but without testing equipment it's impossible to be sure.

yes the reason the green and red light were flashing the way they are is because its a warning to you that the battery is either no longer good or there is problems with your wireing. Also those vaccumes were designed to not charge when there to cold or to hot as a saftey issue.
