ceejay a 9 flash error code usually means a brake fault. But a brake fault will not cause the chair not to power up. Check all your connections especially where the cable comes out the back of the joystick and where that same cable plugs into the cable to the controller. Sometimes the switch on the joystick fails to make good contact with the circuit board in the joystick and you can try pushing it in different spots to see if will come on. Also check the circuit breaker to make sure it hasn't tripped. If you have a digital voltmeter you can set it on 200 volts dc and plug the leads into the two outter holes on the charger port located under the front of the joystick. You should be reading the battery voltage and fully charged get 25-27 volts. If you don't get any reading then there is a problem in the cable or joystick or power from the batteries. You didn't say if Medicare paid for your chair. If they did they will pay for most of the repair costs. The M61 has an elevating seat. There is a speed limit switch which consists of 2 magnets that make contact under the seat on the seat post. If the 2 magnets are together then the chair thinks the seat is all the way down. If the magnets aren't touching it activates a safety feature in the controls which cuts power to the chair by 50% hence drives real slow. Try lowering the elevating seat down through the joystick controls. If that doesn't fix it then either the magnet switches on the seat post came unplugged or broke.
