At first, the blue "on" light would flash on and then shut off again quickly, but now the light won't turn on either. It was plugged in but not used for a week or more. When I went to turn it on after that break, the fan would not start. It is less than two years old.

This may help. For FAP02 and FAP03 reset the filtertimer by holding down the FILTERCHANGE button for three seconds.A red light comes on. Before it disappears, the light will start flashing quickly as you continue to hold thebutton. The timer is reset. https://www.manualslib.com/manual/565968/3m-Fap01-Rs.html?page=4#manual
Wiping it off won't clean the filter. I submerse mine in hot soapy water ( oxiclean w/any favorite multipurpose liquid cleaner.Let it air dry completely before placing it back in unit.I have tried the dishwasher method and it didn't clean it.I also thoroughly wash all crevices of the unit.If red light doesn't go off, reclean the filter(s). It has all ways worked for me.
Try pressing the clean cell now button & check pre filter button at the same time hold buttons down at the same time for about 5 seconds with the air cleaner turned of and blue screen lit
Here is the link to the user manual;

The red light indicates a filter needs replacing, see page 6 of the manual (page 9 of the pdf file)
If filters have been replaced and the light still flashes, then the reset procedure (described on the same page) should work.
If still flashing then there is a more serious, but probably fixable fault.
Hope this helps - ask again if you need more info :)
All fixed. The plug on the bottom had come loose while moving it.
