But as soon as u let it go it turns down by itself. Can't access on screen menu or cut TV by the buttons. And the volume notifications stays on screen.

Stephanie, TV will have to come apart to check for bad capacitors,etc. on the internal board.

I had come home about a week ago and pushed the power button from my
remote but my tv did not respond. So I just went to the front panel and
pushed power but once the tv turned on, the volume was on full blast! I
used the front panel volume decrease to get the volume down, but when I
stopped pushing the button, the tv increased its volume to full blast
again by itself! Naturally I just turned the tv off for a few moments. I
tried the remote again, no response again, so I used the panel power
button. The tv volume was still full blast when it turned on but after I
decreased the volume it stayed this time. The picture is and has been
perfectly fine and the tv was working fine. The next day the problem
started all over and now once we turned it off from frustration of
having to manually use the panel to change channels, it now will not
turn on at all. I have changed batteries from my remote, reprogrammed my
remote, pushed system reset several times, unplugged it for a while,
bought a new surge charge, and even held the menu and device panel
buttons for 10 sec and tried to turn the t.v. on again! What other
options do I have or what may be the issue at hand and possible parts
that may need to be replaced?? Thanks!!
Main system control memory IC fault. This is a very small IC; have 8 solder terminals, and can be located very near to the main system control-chroma IC. Check and replace it. Be sure to replace it with the same number printed on it; in all respect. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here.
I have actually seen this before. The tv in my living room did it and it was a simple fix. I had to download the latest software. Put it on a usb key. Turn the tv off... Stick the key in and load the new software.
The only TRICK was that I had to hold down the VOLUME - button on the tv itself while my wife worked the remote.
So, if you can hold down your VOLUME - button and do things to your tv I would think this might work for you too. I know it sounds strange that a software upgrade can fix this, but it did for me.
hold the tv button down and keep it down and then press and hold the power button down and hold them both until the power button stays red then let go of both buttons then keep pressing the power button until the tv turns off and as soon as it turns off press the stop button and it should work.
rca tv alway have that problem. you could try to clean up all control bottom in control panel or change all.if not. best thing you take down all bottom then only use remote control to operation that tv. good luck!

It's probably a tact switch problem, something we call in the industry awindex syndrome. The tact switches, depending on the ones effected, can turn the tv on/off by itself, channel +/- at will or in your case control the volume.
Tact switches are not expensive to replace but a bit difficult to get to if you're not trained. They are at the very front of the board - looking from the back - and some disassembly may be necessary to take the main board out.
A reputable shop wouldn't charge much do fix this problem, switches are about a dollar a piece.
