If you go to ebay, there is a seller called Jubbsie selling a code to unlock KE970 from T-Mobile to O2. It worked for me and my Mum.

i think they lock the imei too so what you can do is unlock the phone either in repair store or online

If the owner of the phone lost it or had it stolen, they can have the phone blocked, using the IMEI (International Mobile Equipment Identity) number. If that’s the case the phone can only be unblocked by a repair shop.
The SIM card is blocked because the person who's phone it was, doesn't want to pay for calls made by someone else. So the SIM card is never going to work again.

in order to unlock your PIN you need the PUK (Pin Unlock Key).
This information can only be provide by your carrier.

If this is a card you bought with the phone then the PUK code should be in the document where you initially got your PIN from.

If it was a bundle Phone Sim Card then there is also a chance to be on a sticker outside the telephones original box.

However the simplest way is to call your carrier, they will give you the code right away.
