Depends. If you have an android phone, then yes. Make sure your phone is in sync with your Google account, then sign in with your tablet and let it sync.

If your tablet also runs on Android OS, then you can just back up your pictures on Google photos from your phone and then log your gmail account on your tab.
you can use gmail account if you have one or if the tablet has a sim slot, Then do this:
From a Home screen of the phone, tap Apps > Contacts .
Tap Menu (located in the upper right).
Tap Manage contacts.
Tap Import.
From the "From" section, tap SIM.
From the "To" section, tap the desired location (e.g., Phone, Google account, Sim, etc.).
Tap OK.
Tap the desired contact(s) then tap IMPORT.
then once copied just enter email add or put sim in the tablet and it will sync all your contacts. If for some reason you still dont have the full list, on the tablet, go to contacts then menu (options), then contacts, contacts to display then select "All Contacts" to display everything.
One way is to back up all contacts into the support software. Else you can export contacts to a csv file this file can be read by the new device. Back up all contacts to a Google account this is your Gmail account. You will only need to link your Gmail to a new device and you will get all contacts automatically
Start with tablet off. Hold power and volume up. You should boot into safe/repair mode. Try some of the options in there to get your tablet going again.
From what I've read, the tablet comes with Android 2.1 already installed on it.
Try going to Settings->>About Tablet and making sure that Android version is 2.1.
