The BT4000 can block calls from certain call types, e.g. international calls or from specific numbers to
help prevent nuisance calls. You can store up to 10
specific blocked numbers. It has a very limited blocked number space. There is no way to increase blocked number space. Perhaps a newer phone with 300 to 1000 blocked number space.
You cant block icomming calls from some specific numbe with Nokia 301, but as a compromise solution would be to silence it, i.e. to play silence, when unwanted number is calling. You can create group unwanted, add your unwanted numbers, download some silence tone and assign this tone as the ringtone for this group.
To block all calls except those from specific numbers use the phones blocking mode. Goto settings, blocking mode, and turn on blocking mode. You can select a time when this is active and select numbers you want to allow. To block only specific numbers you will have to get an app off the Play Store. I use Truecaller.

Normally no. Your phone is part of a business telephone system. The system allows the sharing of incoming/outgoing telephone lines. If you need a specific phone number blocked, it will have to be blocked on these in/out lines. Unfortunately such lines are considered business class lines and you normally cannot block a specific number from calling you.
If you have trouble with a specific number, I believe you will have to contact the police before your carrier will be able to provide a block.

Blocking a phone number depends on your service provider. Easiest thing to do is call them (usually 611 on your phone) and ask for the specific feature code that enables specific number blocking.
