A recycling lens is usually caused by either a low or worn out battery (how old is your battery? If more than a couple years, it would be definitely time for a new one. Here's a selection.). If a new battery doesn't help (but it really does sound like you need a new battery), the next problem that could cause this is a lens error. Unfortunately, many cameras that fall prey to lens error problems can only be corrected by professional repair. But, here are some last resort troubleshooting steps that you can try that may correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty (or repair cost approaches that of the camera), they're worth that try.
Hi there just like to informed you that 2 reason can make the issue.
1. low or old battery's using.
Solution: replace it if too old or charged it fully.
2. Lens error. Internal lens guide pin if damaged then the camera goes off with bad noise or open only half way.
Solution: repair or replaced the lens guide pin.

The E18 error is related to the LENS not able to retract fully. If it is still under warranty, I would advise you bring it to the nearest service center. This is to avoid further damages. Otherwise, you can try a few things below.
There are a couple of things you can do.
1. Turn it on and then off. Spray canned air around the lens.
If trick 1 will not work out, try this.
2. Make sure the battery is fully charged. Turn on the camera and then give it a couple of firm whacks on the side. Make sure nothing is blocking the lens and wait for it to fully retract.

it sounds like there is dirt, dust or something else in the lens mechanism. I'm assuming you don't want to take the camera to a repair shop. I've had several cameras and this issue comes up periodically.
You can try:
1. using compressed air (with as thin a nozzle as you can find) to blow out the dust,
2. try powering on the camera and zooming the lens at the same time, 3. gently knocking the camera on a hard surface to loosen the lens mechanism,
4. manually forcing the lens to go back in. This can potentially damage the camera, but it's not working now, so you don't have a lot to lose.
5. Googling the camera model to see if you can find instructions on opening the camera up to clean the lens mechanism.
If the batteries are good then I am sorry to say that this is generally not a problem that you fix yourself. Hopefully the camera still has a warranty. If so, take it to Canon for repair. If not, call the Canon repair center to find out how much they charge to repair it. There is usually a flat fee for service depending on the model, but generally about 1/3 to 1/2 of replacing it.
I suggest trying Ebay- you can usually pick up a new or refurbished camera for the same cost of repairing an old one.
Hey fl_dolphin, This is most likely caused by something obstructing the movement of the lens. You could try blowing compressed air in to the side of the lens to try and dislodge whatever is stuck in the lens. This could also be caused by a problem with the lens mechanism. If this is the case most digital cameras come with a 1 year manufacturers warranty and I would have the camera looked at by an authorized service technician. same problem with ours, only 7 months old. We returned to the seller under warranty, and they fixed the problem FOC. They stated "lens adjustment" on the repair invoice. I think these machines are not as sturdy as we are led to believe, and the slightest knock or bump sends them a bit squew wiffy!
