if the inner seal is leaking -- it is best just to go and buy a new garbage disposal and install it.
normally when the seals start to go bad in the units it does start to effect other parts of the disposal,, and it is kinda a domino effect.

It is located on the very bottom of the disposer, and can be seen from under the sink. The pin is actually an allen wrench, and mates to the socket.
