No Problem! Just go to HP.com/Support and download it.
There is one thing, however. You must get THE software for YOUR Deskjet. HP lists four different models for the Deskjet 5650 series. The 5650, the 5650w, the 5652, and the 5655. The software MAY, be the same for all models of this series, but I don't take chances, and give erroneous information.
Viewing the Deskjet from the front, the model number is on the lower right side.

I'm going to click on the top model listed, HP Deskjet 5650 Color Inkjet Printer,
as an example.
Now click on the -> Software & Driver downloads heading.
Now choose which Operating System you are using.
I see they only have the Diagnostic Utility available, if you are using Windows Vista.
If you are using Windows XP, they have the full software package available.

Everything I installed didn't work. There are a lot of videos on YouTube, and I looked at how to solve this problem. I thought maybe my printer was too old and it was time to change it. After searching for the best printer in 2020, I bought a new HP Officejet Pro. Everything works perfectly, there are no problems. I wish I had seen your post earlier, I would have tried to solve this problem the same way you did.
