Get new LED lamps with low wattage and high brightness values. Additionally, the LED bulbs last a long time and use far less electrical energy than standard bulbs.
This is a common issue with LED bulbs in the application that you have it installed in, When you changed the socket it reset the unit. Most of those wont ever see an LED because the LED wont draw enough current. Then control box depends on a current draw in order to stay on. LEED bulbs don't have enough current draw.
It sounds like a possible problem with you alternator not providing enough volts/amps to keep the lights steady. If it one light, it could be the bulb going out - buy a bulb from your local auto shop and try that. If it is both lights, you should have your alternator and battery checked at a Toyota dealer, local repair shop or if your handy with tools and don;t mind the work, pull them out yourself and take them to a local autoparts shop where they can test them for free. If either fail the test, replace them.
Some possible reasons include: New lamp is generic and or has a issue----excessive dust or dirt inside the unit on fans etc.
Some of these units had a feature in the menu for quick on where lamp is lit at low level all the time---this shortens the life of the lamp etc
If you did not have this issue before lamp replaced I would suspect a generic cheap bulb may have been used instead of the Toshiba cartridge / lamp combo which costs more.
With the quick on if the set has it normal time is 20 seconds for screen to light----set WILL DETECT IF LAMP IS NOT COMING UP FAST ENOUGH OR BRIGHT ENOUGH.
Generic lamps (cheap) will never be as bright or last a long as a OEM lamp unit.
Before you replace anything make sure that the earth connection to the head light bulb fitting is securely attached on both the bulb and the frame side. Also check that the inside of the bulb is not burnt black from element deposits. If this is the case, the headlight bulb will have to be replaced.
