You may have a problem with the battery, video takes allot of amps.

you most likely need a new charging port,,,, they are available on amazon, just search for #### charging port , , #### being your model number,,,, or remove the back number and read the number on the harness for the charging port and amazon search that number,
you tube videos will show you how to replace that, if you watch the vid for replacing the screen, you will see the charging port being removed and you'll then know how to do it

Try safe mode first: Power the Device Up in Safe Mode Motorola XOOM . this helps To eliminate third party apps as the issue.

It seems that you've already tried reset (holding the home and power buttons, right?) the iPad and it does not work.

So you may need to connect your iPad to your computer and do a factory restore using iTunes.
