My older iPad will not start after charging all night. The low battery icon will show. After I fool with it, it will start and show 100%. Sometimes it starts right away. Sometimes it takes an hour.

Plug it in to the AC outlet via a charger.
Wait for an extended period of time...then try to turn it On.
Does your iPad turn on ?
If so, what is the battery level shown by the battery icon at the top of the screen ? Does it have a lightning bolt in the middle, showing that it is charging ?
if nothing happens, your iPad battery may be dead.
Take your iPad to an Apple astore to have it replaced.
You neglected to provide the age of the tablet. If it's a couple years or older your battery might be on the way out. They don't last forever and some of them aren't of the best quality to begin with. Charge it all night long. In the morning when you turn it on if it still doesn't work right be sure to check the battery level with the A/C adapter unplugged. The level indicators are based on the voltage. If the voltage doesn't come up to spec, it might show less than 100% charge even when charged overnight.
The wi-fi problem could be battery related, too, as wi-fi is a radio transceiver that sends as well as receives signals. Wi-fi doesn't work so well if the transmitter produces a weak or intermittent signal.
Try pressing SLEEP/WAKE button and HOME button *at the same time* to force it restart for 2 or 3 times and see if it can turn on. Sometime it's just turn off by itself (happens more frequently for me esp when the battery is low) and we have to force it to start again.

There are many things you might be doing wrong but slow battery charge is a problem with the new iPad. The battery is actually a lot bigger than the iPad 2 which means it is going to take you much longer to charge. Use the provided charger and don't charge from your computer. It is almost twice as slow to do it plugged into a computer. Charge it at night to give it the most time to charge as possible. I usually turn it off so programs don't run and slow down the charging speed. Every little bit helps. I can help you with other things too if you ask.
