Robert, check the hydro. release lever at rear of tractor, if you can push tractor the lever is in release mode and has to be switched to engage mode. If this is not the problem it could be numerous things, broken/stretched belt, fuse for clutch blown,faulty clutch, park brake stuck on, broken shear key in transaxle or damaged, gear linkage loose, if any sign of hyd. oil leak check level/fill and bleed as per your manual,etc. You may want a good small engine tech. to have a look, diagnose and estimate repair.
