few things to try and troubleshoot
1. get firefox installed and try to see if the same problem takes place when using firefox, use another computer when problem appears and to test if the website is down.
2. have you tried clearing internet cache, go into internet explorer's tools, go to options and delete temp files, cookies, form data and other items and attempt to try again.
3. do you have any applications installed that monitors your webbrosing from security reasons? try to check the configuration of such application and test accordingly (check antivirus suite or other web monitors you have installed).
4. some viruses and other malware may hijack your browser, installed, update and run deep scans, this step takes time and it takes more than one tool to get this completed.

go to tools >> internet option >> general tab >> delete cookies
if thats not enough go to advance tab and restore advanced setting
still persist with problem reinstall iexplorer
