On the Vostroā¢ 1440, 1450, 1540, 1550, 2420 and 2520, use the Fn + F2 key to turn wireless/bluetooth On or Off. Use Windows Mobility Center in the control panel to check the status of the wireless connection.

if they are completely destroyed you should buy new ones. if they are under warranty and it is an error on their side you can get them replaced by calling the company.
Your problem could be that you don't have the driver installed. Go to the dell site and then search for the Alps Alps TouchPad driver for Vostro 1540. Downlond and install. Restart your laptop and you should see an icon in the icon tray for the touchpad, you can click on that to disable it or use the shortcut key fn + f3. Hope that helps.

If the system turn off automatically, try to clean the cooling vents and make sure that the system is not overheating
If the system fails to shutdown, test the system in safe mode. Restart and tap F8 repeatedly, select safe mode and press Enter. Once it start in safe mode, try to shutdown. If it able to shut down properly then the problem can be with your antivirus software
Frankly speaking, Vostro has many intermittent issue like slow start-up, application error during shutdown or restart. Sometimes it even crashed with our co antivirus, acrobat writer etc..
We have reported many cases to DELL but unfortuntely no fix solution. We have at least 5 machines out of 20 reported similar issue.
Tell you, the best is to upgrade to Latitude if you budget permit. No point wasting time on this.
Unofficially, dell engineer told our IT engineer that vostro has many problem and not really suitable for office use... that is why the price so cheap...
